INFORMATION TECHNOLOGY AND EDUCATION IN INDONESIA

A. Conventional Education World Indonesia
In general, the World Education was never really into the public discourse in Indonesia, in the sense discussed extensively by various groups who come into contact directly or indirectly with the business of education. However, it does not mean that this issue was never a concern.

Efforts to increase the quality and quantity of quality that carries the name of education has been made by the government, although to date we have not seen the results of that effort. If we look from the point of view of the national or alias generalities so let's see what is done by the government. The work done by the government are usually constitutional order to get a competitive graduate school and ready to compete globally,  by setting the minimum graduation rate UAN with a value of 4.00 with no points combined with the practice exam plus practice exam again without. At this point we find the government instead of trying to improve the quality of education it seems like the government wants to tackle our generation.

If we look carefully, what exactly is the core problem in the world of education, may be much more difficult than build castles in the air. Various things can be blamed as the main problems that hinder the progress of education in Indonesia. However, that clearly can be found as a disability is the conventional learning process that relies on face-to-face between teachers and students, lecturers and students, coaches with training participants, however, was an easy target most easily targeted for critical voices who want to improve the quality of education in the world.

Ineffectiveness is the most suitable word unttuk this system, because along with the times, the exchange of information fast and instant, but the institute is still using the traditional system of teaching (at the high school level we consider inform) with a very slow and not in line with IT developments. Conventional systems should have been abandoned since the introduction of multimedia communication media. Due to the nature of the Internet can be contacted at any time, meaning that students can take advantage of educational programs provided on the Internet at anytime according to their free time so that space and time constraints they face to find learning resources can be resolved. With the rapid development in the field of telecommunications technology, multimedia, and information; listening to lectures, notes on paper is certainly outdated.

B. Use of IT in Education World
Meaning of IT for education should mean availability of channels or means that can be used to broadcast educational programs. But this use of IT is entering a new stage in Indonesia studying the various possibilities for the development and implementation of IT education into the third millennium.

Though the use of IT has not a foreign discourse in the land of Uncle Sam Sana. Use of IT in education has been a custom in the United States in the past decade. This is one major proof of the Indonesian nation behind the nations of the world.  The following are samples of foreign revolutions result of an education system that successfully exploit information technology to support their learning process:
1. River Oaks Elementary in Oaksville, Ontario, Canada, is an example of what will happen in the school. SD is constructed with a special vision: Schools should be able to make a student entering an era of instant information with confidence. Every student in every class had the opportunity to connect with the entire school computer network. CD-ROM is a fact of life. This school does not even coined encyclopedia in print. In all libraries, references stored in a video disk and CD-ROM interktif-can be directly accessed by anyone, and in many forms: making pictures and facts can be combined prior to printing; images can be combined with the information.

2. SMU Lester B. Pearson in Canada is another model of the computer era. The school has 300 computers for 1200 students. And this school has the lowest dropout rate in Canada: 4% compared to the national average of 30%
3. More spectacular achievements demonstrated by Christopher Columbus Junior High School in Union City, New Jersey. In the late 1980s, the school's test scores are so low, and the number of student absences and dropout so high that the state decided to take over. More than 99% of students come from families who use English as a second language.
Bell Atlantic-A telephone company in the region to help provide computer and home network that connects students with classrooms, teachers, and school administrators. Everything is connected to the Internet, and the teachers are trained to use a personal computer. Instead, the teachers held a training course for parents weekend.
Within two years, both the dropout rate and student absences decreased to zero. -Standard student test scores increased almost 3 times higher than the average school throughout New Jersey.

The information represented by a computer connected to the Internet as the main medium has been able to contribute so much to the educational process. This interactive technology gives catalyst for a change in the role of the teacher: from information to transformation. Every school system should be moderate to technology that enables them to learn faster, better, and smarter. And Information Technology is the key to the future of the school toward a model that better.

But the efforts of the nation's children also continue to catch the Indonesian nation in terms of the delivery of the educational process with the use of IT. recently Telkom, Indosat, and Institut Teknologi Bandung (ITB) expressed its readiness to develop IT for education in Indonesia, starting with projects .Telkom said it will continue to improve and enhance the quality of the telecommunications network infrastructure that is expected to be a bone spine (backbone) for the development and application of IT for education and other implementations in Indonesia. In fact, the current Telkom began to develop technologies that utilize ISDN (Integrated Sevices Digital Network) to facilitate the implementation of long-distance conference (teleconference) as a distance learning application.
Many aspects can be proposed to be used as reasons to support the development and application of IT for education in relation to improving the quality of national education in Indonesia. One aspect is the geographical condition of Indonesia with the many scattered islands and contours of earth surface is often hostile, usually submitted for candidate development and application of IT for education. IT is very capable and is the favorite to be the main facilitator for the leveling of education in the archipelago, because IT is relying on the ability of long-distance learning is not separated by a space, distance and time. Demi outreach areas that are difficult, we expect this application to be made as soon as possible in Indonesia.
IMPLICATIONS OF IT IN THE WORLD OF EDUCATION INDONESIA
e-Education, this term may be unfamiliar to the Indonesian nation. e-education (Electronic Education) is the term use of IT in Education. Free open source of information previously inaccessible. Access to resources is not an issue anymore. Library is one of expensive resources. (How many libraries in Indonesia, and how the quality is?) The Internet allows a person in Indonesia to access the library in the United States in the form of Digital Library. There have been many stories about the help the Internet in research, thesis. Exchange of information or the frequently asked questions by experts can be done via the Internet. Without the Internet many final project and thesis which may require more time to be resolved.

A. IT Utilization Institute For Education
The rapid development of IT, especially the Internet, enabling the development of better information services in an educational institution. College environment, other IT utilization is embodied in a system called electronic university (e-University). Development of e-University aims to support education, so the college can provide better information services to the community, both within and outside the university through the internet. Other educational services that can be implemented by means of the internet is to provide online lectures and course material can be accessed by anyone in need.
Environmental Education Academic Indonesia is known alias already familiar with the implications of IT in Education is the UI and ITB. UI. Almost every faculty who are at the UI have a network that can be accessed by the public, provide information that is difficult even to get it because of problems of space and time. It is of course also very helpful for prospective students and students or even graduates who need information about the cost of tuition, curriculum, faculty mentors, or many others. Another example is the Private University Bina Nusantara also have a very steady Internet network, which they bring up to standard Indonesian education academy award to the best site. Services provided on site they can be compared with the services provided by educational sites overseas as the Institute of Education Institute of Education California or Virginia, and so on.
At the high school level implications of IT education have also begun to do though have not been able to try out the implications at the level of secondary education. The high school average internet usage is only as an additional facility and again IT has not been a primary curriculum that is taught to students. IT has not been a major media database for the values, curriculum, students, teachers or others. However, prospects for the future, the use of IT in high school quite bright.

In addition to serving the Institute of Education in particular, those that are to the world in general education in Indonesia. There is also a web site that presents the activities of the education system in Indonesia. This site is intended to summarize the information related to educational developments that occurred and to present a common source and network communications (forums) for school administrators, educators and other enthusiasts. The main purpose of this site is a venue to interact that can accommodate all major sectors of education. Examples of this website is www.pendidikan.net
Besides the educational environment, such as the research activities we can use the internet to search for any material or data required for these activities through search engines on the internet. The site is very useful when we need articles, journals or references required. The example sites such as google.com or searchindonesia.com or sumpahpalapa.net
Initiatives in the use of IT and the Internet outside formal educational institutions but still related to environmental education in Indonesia has begun to emerge. One of the initiatives that now there is a site organizer "Indonesian Community Schools". Sites that organize such activities for example plasa.com and smu-net.com
B. As IT Media Multimedia Learning
Cooperation between experts and also with students who are physically far apart can be done more easily. Previously, a person had to wander or run away to take space and time to see a specialist to discuss a problem. Currently this can be done from home by sending an email. Papers and research can be done with the exchange of data over the Internet, via email, or by using a mechanism Sharring files and mailing lists. Imagine if a student in Sulawesi can discuss issues in computer technology with an expert at a leading university on the island of Java. Students can access anywhere in Indonesia or expert lecturers in Indonesia and even in the world. Geographic boundaries is not an issue anymore.
Sharing information is also needed in the field of research that studies are not repeated (reinvent the wheel). The results of research in universities and research institutes can be used together to speed up the process of development of science and technology.
Virtual university is a new application for the Internet. Virtual university scalable characteristics, which can provide education accessible to many people. If education is only done in a regular classroom, how many people can participate in a class? The number of participants may be filled only 40-50 people. Virtual university can be accessed by anyone, from anywhere. These service providers are www.ibuteledukasi.com Virtual University. Maybe now is the Virtual University services are not effective because the technology is still minimal. But it is expected in the future can use the Virtual University is a more reliable technology such as video streaming in the future will be presented by a local ISP, so as to create an effective learning system that dreamed by every IT expert in the world of Education. Virtual School is also expected to be present at a period of the next decade.
For Indonesia, the benefits already mentioned above can be a good reason to make the Internet as an educational infrastructure. To summarize the benefits of the Internet for education in Indonesia
C. Obstacles  in Indonesia
If it is IT and the Internet has many benefits, of course, we want to use as soon as possible. However, there are some constraints in Indonesia, which led to IT and the Internet can not be used optimally. Readiness of the Indonesian government is still questionable in this case.

One major cause is the lack of availability of human resources, the process of transformation technology, telecommunications infrastructure and legal devices that set. whether operational infrastructure underlying legal education in Indonesia is quite adequate to accommodate the new development of the application of IT for education. Because keep in mind that Cyber Law has not been applied to the world of Law in Indonesia.
